<p>MADISON – Operators of all terrain vehicles (ATV) now have a convenient online method to receive ATV Safety Certification through an Internet Web page introduced by the state Department of Natural Resources.   “This should prove very beneficial to young adult operators and out-of-state operators who need ATV Safety Certification,&#8221; said Gary Eddy, DNR all-terrain vehicle administrator.   All operators at least age 12 and born on or after Jan. 1, 1988 must complete an ATV Safety Certification course in order to operate on public ATV trails and areas in Wisconsin.   “The internet course may not be for everyone. Parents will have to gauge whether an internet course is the best fit for their child. For some students, young and old, a classroom course with instructors and hands-on learning may be a better fit,&#8221; said Eddy.   Both courses provide basic information on how to operate an ATV safely and responsibly, but they don&#8217;t make you an expert rider.   The Internet course is available at <a href="http://www.offroad-ed.com/wi">www.offroad-ed.com/wi</a>. <p>Recently, the Dun-Good Riders Snowmobile-ATV Club donated $500 to the Goodman Fire Dept to be used toward the purchase of a Rapid Deployment Craft. The Fire Dept became aware of the need two years ago when they were called to an emergency on the Peshtigo River where they assisted the Silver Cliff Fire Dept in a successful rescue of an individual caught in the falls. Fire &amp; EMS personnel train in ice water and swift water rescue at the White Bear Rescue Academy in Dunbar every winter.   With more people taking to the frozen lakes and the outdoors for recreation, the craft will make the rescue more efficient as well as safer for the rescuer when called into action. The Fire Dept hopes to take delivery of the craft in the very near future. At a recent club meeting, Dun-Good Riders President Pat Mullarky presented the $500 donation to Goodman Fire Chief Mike Stec. Pat stated that snowmobilers and ATV&#8217;ers are grateful to all the fire &amp; rescue workers who respond in the time of need. <p>Marinette County, as well as Florence, Forest and Oconto counties are participating in the 2nd phase of the UTV program. UTV&#8217;s must register with the DNR and properly display the registration stickers. In Marinette County, UTV&#8217;s may be registered at the DNR Service Center in Peshtigo or during regular business hours at the Northwoods Bar located at W10707 Benson Lake Road, 715-759-5981. <p>Statewide riding opportunities, an explanation of the law, UTV definition, and the history of the UTV bill can be found at <a href="http://www.wiutv.org">www.wiutv.org</a> Counties participating in the program may have restrictions in place so it is best to check with an area before riding. The site shows a map of the state and where UTV&#8217;s are permitted. The WATVA site, <a href="http://www.watva.org">www.watva.org</a>,  has a link to the site, top of the page, click on &#8220;UTV Program&#8221;.</p>
<p>The state bill to extend and expand the UTV program in Wisconsin was recently signed into law. The bill provides for a 2nd pilot program to go state wide, ending in 2012 when a UTV permanent program will go into place provided there are no problems during the 2nd test phase. During this 2nd phase, use of UTV&#8217;s on designated all-terrain vehicle routes and trails will include all Wisconsin counties. However, municipalities may adopt a resolution to opt out of the program. Marinette County will again participate in the test program. The DNR will administer the UTV pilot and a proper DNR registration sticker will need to be purchased and displayed. Thanks to WATVA, the legislators and club members who worked so hard to get this approved quickly!</p>
<p>To summarize: The UTV (Side by Side) Phase 1 test program expired on September 30, 2009. On March 15th, an extension to the test program (Phase 2) was signed into law. This extension will be in effect until June 30, 2012. A permanent program will then go into place providing that there are no major problems with the Phase 2 test. During Phase 2, all  UTV&#8217;s will need to register with the DNR and display a registration sticker. A 2-year registration will cost $30.</p>

			<content:encoded><![CDATA[<p>DUN-GOOD RIDERS INC CLUB MEETING   Pat Mullarky called the October 18, 2011 meeting to order at the Lake Hilbert Campground in Goodman at 7:00 PM. There wer 16 members present at the meeting.   The secretary&#8217;s report was read and was accepted. The treasurer&#8217;s report was read and was accepted.   Under Officers&#8217; Report Orv Langohr mentioned he was no longer President of Lakes States Organization. He stated that he had gone to Madison and talked to some of the new legislators and they would follow thru with the STEP program and would be willing to sponsor the bill.   Under Old Business Pat said he wanted to do some trail work and get it done before the first freeze for the snowmobile season. We sold the old brusher that we had. Our old 18 foot trailer will be cleaned up and put up for sale by the shed next week. We also have the old tracks from the tractor and Kevin will follow-up and try to sell them. Dave gave a report on the Open House and we did very well for the way the economy is at this time. The Poker Run will be changing next year into a coupon book which will run from May thru the Open House. A committee will be formed to work on the coupon book which will give the businesses a chance to put in special incentives for the participants. Our hayride will be held on Sunday October 30th and will start at the club shed at 1:00 PM. Pat is still working with the people to get the new maps produced and out in people&#8217;s hands by next spring. People can still sign up to go to the AWSC workshops on Nov 4th and 5th. They provide much information and are very worth while to attend.   Under New Business Dave gave a report from the Alliance. He also spoke about the number of accidents from last year and the reasons they occurred. They also mentioned that we should get out trails in shape for the season. Pat said that he would like Sat. Oct 29th to be the trail clean-up and would like help that day beginning at 10:00 AM at the club shed. We will be using the new chipper/shredder in this clean-up effort. Pat also said he would use the grader to clean up some of the corners that have gotten very high. Ed Frye made a motion to donate $50 to Crime Stoppers and it was approved. Regarding our water situation at the shed, Pat mentioned that he had found out that there may be a possibility to write a grant to take carte of the problem. The DNR had said something about using water from a well for dust control and building stations for cleaning ATV&#8217;s and Snowmobiles the same as they do for boats to prevent contamination from area to area.   During the members input section of the meeting Pat spoke about Recreational Trail signs, the theft of the signs, a motion was made and voted on to buy the new signs and put them up again.   Our next meeting is November 8, 2011 at 8-HI Club in Goodman at 7:00 PM. The Secretary&#8217;s report was read and was accepted. The Treasurer&#8217;s report was read and was accepted.   We had a guest at our meeting, Hank Wozniel representing WATVA, he gave a report on what was happening with ATV&#8217;s and UTV&#8217;s at the legislation level in Madison. The bill is moving along very well and should be passed by 2012. Randy Harden was working on making the trails wider and connecting in various places in the northern counties so that UTV&#8217;s could handle well on the trails also.   Under old business Pat said the trails are in good shape for this wee of windfall such as trees he cleaned up as he was grooming the trails. The trailer was picked up and looks in good shape. We also picked up the chipper and it was in good shape also. It was purchased fromAshland County Highway Department. Pat wants some brushing and cleaning up on the trails before winter comes. The report on the Open House and Raffle everyone seems to have their area taken care of. Bob and Sue brought in a good package from Carter Casino and we will put it together for another bucket raffle. Pat is pushing for the four county Snowmobile/ATV map to move along and will have over 500 miles of trails if all four counties connect. Pat has been working with the county people in putting together a Marinette County ORV council meeting.   Under new business on Thursday September 29th at 5:30 at Amberg Pub the ORV council will be having their first meeting and Dave Schultz was voted in as Vice President. Patti Mullarky reported that the snowmobile alliance meetings have started as of September. The AWSC sent tickets to our club for their raffle and we voted to purchase the tickets. Classes for recertification of safety instructors will be held at the AWSC workshops.   During the members input section of the meeting Pat spoke about Recreational Trail signs, which had been discussed at the Forestry meeting held in Marinette. They agreed that the signs were a good idea to keep the trails safe for Snowmobiles and ATV&#8217;s.   Our next meeting is October 18, 2011 at Lake Hilbert Campground in Goodman at 7:00 PM.   The meeting was adjourned.   Mary Lou Neumann</p>
